Nepal Medical Council manages and monitors all medical-related fields. Medical practice cannot be haphazard. Medical practice is an amalgamation of art, science, and law. This has to be known by every medical doctor. With the growing awareness among the general people and consumers, there is a thinning gap between negligence and mishap. This was realized by the government body of Nepal as well. Thus, Nepal Medical Council (NMC) was established in 2020 (1964) to standardize medical practice and discipline in the field.

Nepal medical council Act

The initial step of requesting for the Nepal Medical Council Act and Drug Control Act to be passed was taken by Nepal Medical Association (NMA) in 1963. Consequently, the Act was passed in 1964. According to the Act and its exercises and power, NMC was established. And in 2024 (1968), the regulations of NMC were endorsed by the Government by publishing in the “Nepal Gazette.”

The medical practice is not constant. With time, changes in society, and changes in the demands of consumers, the medical practice should also change. Also, it should be changed according to the changes in medical practices in the world. Thus, to date, there have been 3 amendments to the NMC Act. The Council initially consisted of 9 members. This was amended in the first amendment act, and the composition of the Council was enlarged to 17 members in 2047 BS. The second amendment of the Act was done in 2055 BS, and the last amendment took place in 2057 BS (2001).

The Government of Nepal has framed different rules for standardized medical practice, which are termed “Nepal Medical Council Rules, 2024 (1964). These rules have covered other parts and responsibilities of NMC.

The different functions of NMC are:

    • Determining the qualification of the doctors and taking license examinations for the registration of the new doctors
    • To give recognition to the medical schools for providing formal medical education and producing qualified manpower
    • To maintain the medical education standard by formulating policies related to curriculum, admission, term, and examination system of teaching institute of medical education
    • To make the health professionals aware of the code of conduct for the smooth running of the profession and to formulate necessary policies
    • To participate actively in making National Health Policy

Nepal medical council functions

Along with these responsibilities, one of the Nepal Medical Council’s major functions is registering the graduates of MBBS (Bachelor of Medicine and Bachelor of Surgery) and BDS (Bachelor of Dental Surgery) in the medical register of the country. All medical colleges like Manipal Medical College, Lumbini Medical College, KIST Medical College, Gandaki Medical College, Chitwan Medical College, Nepal Medical Council, and more are monitored by Nepal medical council.

To perform as a medical practitioner in the country, one must have his name registered in NMC if he is qualified.

The registration can be of different types, which are permanent registration, temporary registration, trial registration, and specialist registration. Applying for registration, the applicant should also attach different certificates that prove his/her qualification. These are the original certificate of the degree, passport-size photographs of the applicant taken within 6 months before the application, photocopies of the citizenship certificate, letter of oath along with the applicant’s signature to prove his loyalty, and other documents prescribed by the Council.

The applicants also have to go through a licensing examination to get their names registered in the medical register of the country and become a licensed practitioners that can practice legally.
